The association Doping-Opfer-Hilfe e.V. (DOH) was founded in 1999 after increasing numbers of high-performance athletes from the former GDR were found to be suffering from long-term health problems. These negative effects originated from the conspiratorial implementation of the state plan 14.25, the clandestine distribution of "supporting substances" (doping). When these substances were first administered, most of the athletes who received them were still minors. The DOH was able to make these crimes public and known to politicians, which led to laws providing compensation to doping victims The DOH runs a counselling centre, which offers direct support to the victims.
